Website Design Cost in Saudi Arabia: What You Pay For (2026)

What really sets the price of a website in Saudi Arabia: pages, content, two languages, features, the .sa domain, hosting and PDPL, plus a quote comparison table and a checklist.

You asked three agencies to quote for your company website, and one came back at several times the price of another. All three promised a "professional website". The gap is in what each quote includes. The website design cost in Saudi Arabia depends on how many pages you need and who writes them, whether the design is custom or a template, whether the site is bilingual, what it connects to, and who pays for the domain, hosting and upkeep after launch.

This guide gives you a real anchor from our published prices, explains each driver, covers what the Personal Data Protection Law expects from your site, and ends with a quote comparison table and a checklist.

How much does website design cost in Saudi Arabia in 2026?

No single honest figure fits every website, but here is a published starting point. Manzomia's website design service starts from SAR 4,900, one-time, before 15% VAT. That is SAR 5,635 with VAT. After a short session, your written quote fixes the scope, price and timeline.

We won't repeat the price ranges that circulate online, because most have no method behind them. What matters is knowing what you get at each level:

PackageBest forMain inclusions
StarterA professional presence, quicklyUp to 5 pages, Arabic and English, contact form and WhatsApp, technical SEO setup
BusinessA site that brings in customers month after monthUp to 12 pages, detailed service pages, blog and leads dashboard, Google Analytics and Business Profile connected
AdvancedSpecial features or integrationsUnlimited pages, integrations with CRM, payments and Manzomia, a client portal or bookings, a monthly maintenance plan

Every package includes a custom design with no off-the-shelf template, full right-to-left support, an Arabic dashboard for editing text and images yourself, and cookie consent before any tracking.

Launching a new brand? The Startup package on our packages and pricing page starts from SAR 7,900. It combines a logo and usage guide, a bilingual starter website, social media account setup, WhatsApp Business and a Google Maps listing.

Published prices exclude VAT, government fees and third-party subscriptions. Payments follow delivery milestones: 30% to start, 40% at the mid-point and 30% on delivery.

What actually drives the price of a website?

Price follows effort, and effort comes from six places: content, design, languages, features, integrations and build quality. Page count alone is a weak signal. One well-written service page with real photos takes more work than five copied ones.

Six factors that set a website's price: content, custom design, two languages, features, integrations, and speed and quality
Page count is a weak signal; these six factors move the price.
DriverWhy it adds costHow to save
Content and copyWriting pages that persuade and rank is work separate from codingGather your facts and photos before kick-off, and draft the first version yourself
Custom designA design built on your brand and customer journey takes longer than editing a templateStart with fewer pages, designed well, and add later
Two languagesTwo sets of copy, two layout directions, twice the testingLaunch full Arabic, plus English for your key sales pages
FeaturesBookings, a store or a client portal add logic behind the pageUse a form and WhatsApp in version one if they do the job
IntegrationsLinking payments, a CRM or accounting depends on the other system's APIAsk for the API documentation early, and start with one integration
Speed and qualityImage optimisation, performance, accessibility and mobile testingDon't cut here: a slow site loses visitors before they read

Template or custom design?

A template costs less up front. It suits a business that needs a quick presence and accepts a look shared by many other sites. A custom design starts from your services and your customers' real questions, and it is easier to extend without fighting a theme's limits. The deciding question is the site's role in your sales. If it is a main source of customers, custom design is an investment, not a luxury.

What do a .sa domain and hosting add to the budget?

The domain and hosting are recurring costs, separate from design, and prices vary by provider. Ask for both as separate lines in the quote, registered in your company's name. Our guide to web hosting in Saudi Arabia explains how to choose a plan.

Saudi domains: .sa, .com.sa and .السعودية

Saudi domains are run by the Saudi Network Information Center (SaudiNIC), part of the Communications, Space and Technology Commission. According to SaudiNIC, individuals and non-government organisations register new domains only through licensed registrars, while government bodies register through the Digital Government Authority. Each registrar sets its own fees. SaudiNIC also publishes criteria for showing a "reasonable relationship" between a domain name and its registrant, so have your Commercial Registration or trademark ready.

Hosting inside or outside the Kingdom?

If your forms collect personal data, where you host is a legal choice as well as a technical one. Article 29 of the Personal Data Protection Law (PDPL) sets conditions for transferring that data outside the Kingdom. Among them, a transfer must not prejudice national security and must be limited to the minimum data needed. We recommend hosting inside the Kingdom for better PDPL alignment and faster loading for Saudi visitors, and our team sets up and monitors hosting as part of the infrastructure services we provide.

Watch this: the Saudi Data and AI Authority (SDAIA) has published draft amendments to the PDPL Implementing Regulations for public consultation until 5 November 2026. One proposal would require controllers to store personal data inside the Kingdom, according to Clyde & Co's summary of the draft. These are proposals, not adopted rules, but they are one more reason to choose local hosting from the start.

Why does a bilingual site cost more than a translation?

An Arabic and English website is really two sites sharing one design and codebase. Each page needs copy written for its reader, not translated line by line. Each screen needs a right-to-left layout and a left-to-right one, tested on mobile in both. Our UI/UX guide for Arabic apps covers what to mirror and what to keep.

  • Content: Saudi customers search with different words from a translation of your English keywords, so write the Arabic first, from their searches.
  • Fonts: pick an Arabic typeface that reads comfortably and pairs well with your Latin font in headings and buttons.
  • Search: each language gets its own URL, title and description, with hreflang tags linking the pair. Our guide to SEO for Arabic websites covers this in detail.
  • Testing: long Arabic headings, numbers and phone numbers inside sentences, and the language switch on every page.

Launching in full Arabic, with English for your main sales pages, is a practical way to control the budget without losing international visitors.

What does the PDPL require from your website?

Any site with a contact form or an analytics tool processes personal data, so the PDPL applies. Compliance starts in the design, not after launch. These are the key points from the law and its regulations, published in the knowledge centre of SDAIA's National Data Governance Platform:

  • A clear privacy policy: Article 12 requires it to state the purpose of collection, the data collected, how it is collected, stored, processed and destroyed, and the visitor's rights and how to use them.
  • Tell visitors at the point of collection: Article 13 requires you to explain the purpose, which fields are mandatory or optional, and whether data will be transferred outside the Kingdom.
  • Consent is the default: personal data may not be processed without the person's consent, except in specific cases (Articles 5 and 6).
  • Collect the minimum: a quote request form does not need a national ID number or date of birth.

Does your website need a cookie banner?

Neither the PDPL nor its Implementing Regulations mention cookies by name. Analytics and advertising tools that track visitors, however, process data that can identify them, and consent is the default under the law. That is why we set up our sites so tracking tools don't run until the visitor agrees. We recommend a reject button as clear as the accept button, with the site's essential functions working either way.

How do you compare website design quotes?

Put the quotes side by side against the same items, and compare what each includes before comparing the totals. A cheaper quote often leaves out content, hosting or SEO setup, which you then pay for later.

ItemWhat a clear quote saysRed flag
PagesA list of named pages and what each contains"Complete website" with no list
ContentWho writes the copy, and in how many languagesContent is silently left to you
DesignA custom design you review on mobile before codingA template with no name or licence
DashboardWhat you can edit yourself, and in which languageEvery change needs the developer
Domain and hostingWhose name it is registered in, where it is hosted, who pays renewalsThe domain is in the developer's name
SEOTitles, descriptions, sitemap and structured data"SEO-friendly" with no detail
PrivacyA privacy policy and cookie consentNot mentioned
OwnershipWhen accounts, designs and content pass to youNot addressed
Support and maintenanceA defined support period and the price of maintenance after it"Support available" with no terms
Timeline and paymentsDates per stage, with payments tied to themFull payment up front

Ask for ownership in writing in every quote, ours included. You can request a written quote from Manzomia and use it as one column in your comparison.

What are the yearly costs after launch?

A website is never finished at launch. Expect yearly domain and hosting renewals, regular security updates, and new content to keep you visible in search.

  • Domain: a yearly renewal with your registrar.
  • Hosting and backups: these grow with the site's size and traffic.
  • Business email: a subscription per mailbox if it isn't included.
  • Maintenance: security and plug-in updates, bug fixes, and checking that forms still deliver.
  • Performance: Google rates page experience as good when the largest element appears within 2.5 seconds, the page responds to input within 200 milliseconds and layout shift stays at 0.1 or less, according to web.dev. Every new image or plug-in can move these numbers, so keep checking.
  • Content: new articles and service pages, or a monthly SEO service if you want faster results.

Ask for maintenance as a separate line in every quote. Our Advanced package, for example, includes a monthly maintenance plan.

What should be on your checklist before you ask for a quote?

The clearer your brief, the closer the quotes and the fewer the surprises. One page covering these points is enough:

A 12-point checklist to prepare before requesting website quotes, from the site's goal to budget and launch date
One page covering these points makes quotes comparable.
  1. The site's goal in one sentence: enquiries, bookings, orders, or credibility with investors.
  2. The action you want from visitors: WhatsApp, a form, a call or a purchase.
  3. A first list of pages, and what must be ready on launch day.
  4. Languages: Arabic only, or Arabic and English, and for which pages.
  5. Who writes the content, and which real photos you have.
  6. Brand assets: logo, colours and fonts, or the need to design them.
  7. Features: a blog, bookings, a store or a client portal.
  8. Systems to connect, with links to their documentation.
  9. Domain: do you own it, and in whose name?
  10. Hosting: inside or outside the Kingdom, and who monitors it.
  11. Privacy needs: privacy policy, cookie consent and form fields.
  12. Your budget range and target launch date.

Frequently asked questions

How long does a website take to build?

It depends on the site's size and features, and how quickly the content is ready. Your written quote includes a clear timeline with delivery milestones.

Do the published prices include VAT?

No. 15% VAT is added to the invoice, so the SAR 4,900 starting price becomes SAR 5,635 with VAT, and you receive a tax invoice for every payment.

Do I need a .sa domain, or is .com enough?

Both work. A .sa domain signals a Saudi identity and is registered through a SaudiNIC-licensed registrar. You can register both to protect your name and point one to the other.

Will my site rank on Google straight after launch?

We make the site technically ready and connect Google tools at launch, but rankings take time and ongoing content.

Can I edit the website myself?

Yes. Our websites come with an Arabic dashboard where you edit text, images, services and the blog without a developer.
