Paid Advertising in Saudi Arabia: Google, Meta, TikTok, Snapchat
Which ad platform fits your goal in Saudi Arabia, how to structure campaigns, what creative works on each app, and how to track and judge results with consent.

Many Saudi business owners say ads "don't work for us". Usually they ran the wrong campaign on the wrong platform, or couldn't see what happened after the click. Paid advertising in Saudi Arabia works when you match each platform to one clear goal, build campaigns that are easy to read, design each ad for the way people use that app, track results with visitor consent under the Personal Data Protection Law (PDPL), and judge them by cost per customer, not views.
This guide takes you through each step for Google, Meta (Instagram and Facebook), TikTok and Snapchat.
Which ad platform fits which goal?
Start from what you want the ad to do. Google captures people who are searching for you right now. Meta, TikTok and Snapchat create demand among people who weren't looking yet. Most small budgets do best on one platform from each group, not four at once. For the platforms Saudis use most, with official figures, see our guide to social media marketing in Saudi Arabia.

| Platform | Strongest for | Typical campaign | Often fits |
|---|---|---|---|
| Google Search | Capturing intent: people typing what you sell | Search campaign on your service and city keywords | Maintenance, home services, legal and B2B services |
| YouTube and Google's other networks | Reach and remarketing | Video, Performance Max or Demand Gen with a clear conversion goal | Brands with good video and a clear website conversion |
| Meta (Instagram, Facebook) | Visual products, retargeting, ads that open a WhatsApp chat | Leads, sales or messages objective | Retail, beauty, furniture, real estate, events |
| TikTok | Discovery through short video | In-feed video or Spark Ads | Consumer products, restaurants, apps, offers for younger buyers |
| Snapchat | Very wide reach inside the Kingdom | Single image or video, Story, Collection and Commercial ads | Restaurants, cafés, retail, events |
X and LinkedIn suit some B2B services and formal announcements; we decide on them case by case.
Capture existing demand first, then create new demand
If people already search for what you sell, such as "cleaning company Riyadh" or "AC maintenance", start with Google Search: you pay to appear at the moment of need. If they don't search for it yet, such as a new product or a new restaurant concept, you have to create demand with video on TikTok, Snapchat or Instagram, then retarget the people who watched. Google's guide to choosing a campaign type lists the options, from Search and Performance Max to Video and Demand Gen.
How should you structure a paid campaign?
Keep the structure simple enough that anyone can read the report. One campaign means one goal and one budget. Inside it, each ad set (an ad group on Google) holds one audience or one group of keywords, with two or three ads to compare.
- Set the goal and the number. Choose one result, such as a WhatsApp chat, a form, a call or a purchase, and work out the most you can pay for it.
- Set up tracking before you spend. A consent banner, pixels that load only after consent, conversion events, and a separate WhatsApp link for each campaign.
- Split by language and city. Arabic and English audiences need different ads, and a Riyadh offer shouldn't show in Jeddah if you can't serve Jeddah.
- Name everything clearly. For example "SNAP | Leads | Riyadh | AR | Nov26". Clear names save hours when you read reports.
- Launch with a test budget. Run two or three creatives, or two audiences, against each other, then move budget to the winner.
- Retarget. Show a second message to people who visited, watched or started a chat but didn't buy, within what your visitors' consent allows.
Example: a Riyadh home-maintenance company might run a Google Search campaign for searches like "AC maintenance Riyadh", a Snapchat campaign with a short video for its summer offer, and a small Meta campaign that retargets people who visited the booking page. Three campaigns, three goals, one report.
What creative works on each platform?
Creative is the lever you control most. The same message needs a different form on each app, because people use each app differently.
| Platform | Start with | What works |
|---|---|---|
| Google Search | Text ads with several headlines and descriptions | The searcher's own words in the headline, the city, a clear offer, separate Arabic and English ad groups |
| Meta | Vertical 9:16 video for Reels and Stories; square or 4:5 for the feed | The product in the first two seconds, on-screen text for sound-off viewing, a button that opens a WhatsApp chat where it fits |
| TikTok | Native vertical video; Spark Ads from your own posts | It should look like a TikTok, not a TV ad: a person talking, a quick demo, Arabic text on screen |
| Snapchat | Full-screen vertical 9:16 video, 3 to 180 seconds | Short and direct, with the offer early; a headline of up to 34 characters and a brand name of up to 25 |
The Snapchat figures come from Snapchat's official ad formats page. Specs change, so check them before every production. Write Arabic first: a light Saudi tone for social apps, and clear Modern Standard Arabic for Search ads.
If you work with a creator for TikTok or Snapchat ads, check their Mawthooq licence first and write the ad label into the contract; the social media guide above explains both. For concepts, scripts, filming and every platform size, see our video ad production service and our guide to video ad production in Riyadh.
Tip: Test three different openings for the first two seconds of a video before you change anything else in the ad.
How do you track ad results with cookie consent under the PDPL?
Ask for consent first, then load the trackers. Ad pixels and cookies collect data about visitors, so in our work we treat them as personal data under the PDPL, which the Saudi Data and AI Authority (SDAIA) supervises, and we load them only after a visitor accepts.

- Show a clear banner in Arabic and English, with "Accept" and "Reject" equally easy, and a link to your privacy policy.
- Make tags wait for the choice. Google's consent mode passes the visitor's choice to Google tags, but it doesn't create the banner itself, as Google's consent mode page explains.
- Use each platform's conversion events, such as purchase, lead and contact, not page views alone.
- Track WhatsApp with a separate click-to-chat link for each campaign and a pre-filled message that reveals the source.
- Send sales from your CRM back to ad platforms only for customers whose consent you can show.
- Write down what you collect, why, and how long you keep it, in your privacy policy.
The rules are still moving. On 6 October 2026, SDAIA opened a public consultation, running until 5 November 2026, on amendments to the PDPL Implementing Regulation. They include tighter rules for marketing activities and an express requirement to store personal data inside the Kingdom, according to Clyde & Co's summary. Build your setup so visitors can withdraw consent easily, and check the final text when it's published. This is a practical summary, not legal advice.
How do you judge whether paid ads are working?
Judge ads by the cost of a result you can bank, not by views or clicks. Click-through rate tells you whether an ad is interesting. Cost per lead, cost per sale and return on ad spend tell you whether it pays.
| Metric | What it tells you | Use it to |
|---|---|---|
| Click-through rate (CTR) | Whether the ad fits the audience | Compare creatives |
| Cost per click or per 1,000 impressions | How expensive attention is | Spot rising costs, not to judge success |
| Conversion rate | Whether the page or chat persuades | Fix the landing page or the reply script |
| Cost per lead | What each enquiry costs | Compare platforms |
| Cost per sale (CPA) | What each real customer costs | Decide to scale or stop |
| Return on ad spend (ROAS) | Revenue for each riyal of ad spend | E-commerce and catalogue ads |
| Frequency | How often the same person saw the ad | Refresh creative when it climbs |
Set your cost-per-sale ceiling before launch
The most you can pay for one sale is the gross profit on an average sale: average order value multiplied by your gross margin. Any cost per sale below that ceiling makes money; anything above it loses money on the first purchase. Customers who come back can justify a higher ceiling, but only if your records actually show them returning.
Each platform also counts conversions its own way, and two platforms may both claim the same customer. Your sales record is the referee. Compare platform figures each week with the leads and sales in your CRM, and ask every new customer how they found you. Give each test enough time and budget before you judge it, because switching campaigns on and off every day resets the platform's learning.

|---|---|---|

We do promise correct tracking, steady optimisation and open reporting.
Which mistakes waste the most ad budget?
- Boosting posts with no goal and no tracking.
- Running four platforms on a budget that suits one.
- Sending ad traffic to your home page instead of a page or chat built for the offer.
- Loading pixels before the visitor agrees.
- Judging ads by likes and views, or by the platform's own report alone.
- Changing budgets and creatives every day before a test has enough data.
- Paying a creator without checking their Mawthooq licence.
Where should you start this week?
Write down one goal, the most you can pay for one customer, and the one platform where your buyers already spend time. Then fix tracking before you spend the first riyal.

Frequently asked questions
Is ad spend included in the management fee?
No. You pay ad spend directly to the platforms from your own card or account. Our management fee starts from SAR 1,900 a month, excluding VAT.
Should I start with Google or Snapchat?
If people already search for your service, start with Google Search. If your product needs to be discovered, Snapchat or TikTok with short video is the better first step.
Do I need consent before loading the Meta or Snapchat pixel?
Pixels collect data about visitors, so we load them only after consent, in line with the PDPL. The law's Implementing Regulation is under consultation for amendments, so check the final text when it's published.
When can I judge whether a campaign works?
Once it has gathered enough data, not in its first days. Compare cost per sale with the profit on an average sale, and check the platform's figures against your sales records.
Who owns the ad accounts?
You do. We set up the accounts in your business name or work on your existing ones with access rights, and the data stays yours.
